The 10 recently released FCC studies on media issues have recently been reviewed by outside observers. A story in Broadcasting & Cable on the reviews is here - http://www.broadcastingcable.com/article/CA6475146.html?display=Breaking+News&referral=SUPP&nid=2228 and the reviews themselves are here - http://www.fcc.gov/mb/peer_review/peerreview.html

The study supporing a la carte was deemed solid, while the ownership studies got more mixed reviews. Much of the analysis of the ownership studies focused on a critique of the data and method (discussions of the regression analysis) and did not look to deeper issues assumed or implied by the reports.

As the television landscape changes and the industry tries to get ahead of the next policy issue one item in the B&C story is worth noting -

"On the other side, a study that concluded that franchise-build-out requirements would not benefit consumers was found wanting." Franchising and the increasing numbers of telcos that are getting into the content delivery business poses both challenges and opportunities to producers and distributors of programming. This is an issue worth watching closely and weighing with policy makers on early.
